Doccábhan Quinquevirate

The Doccábhan Quinquevirate, also known as the Doccábh Empire or simply the Quinquevirate, was a state which controlled much of Northern Yazland as well as parts of Etzavaz and southern Ashnan from the 25th century to the 33rd century CY.

  • starts as basically an economic alliance between 5 large kingdoms, then as caoirism eats the government they start doing legalism and democracy
  • bicameral legislature:
    • an upper house with 5 members, each elected by a district
    • lower house with idk how many members, originally these were just any landowner but eventually its limited to some number and any landowner can vote for any other landowner
  • upper house has the ability to overrule the lower house (in caoirist terms they should have peak virtue and thus know better than the lower house what to do, but the lower house is vested with power in order to emulate the virtue of the upper house and advocate for the people, do regionalism, avoid putting too much work on the upper house, etc ...)
  • upper house elected a head priest for misraism (i dont know anything about misraism), who then would appoint the rest of the religious hierarchy; usually these positions were for life and lower-level priests would get appointed up the chain
  • military generals are elected by the legislature. later into the empire, the upper house directly appoints officers higher than generals
  • upper house can recall members of the lower house for insufficient virtue by majority vote; lower house can recall members of the upper house only by unanimous vote, can recall generals or the head priest (or other upper-house-appointees) by majority vote
  • various issues could be put to a public referendum in which any landowner can vote, not just the lower house; a vote-price could also be required, though voters were still limited to one vote
  • one high court whose duty was largely debating caoirism all day and resolving appeals from lower courts on occasion; they could bring suits against members of the legislature accusing their actions of insufficient virtue. if the lower house was going to try to recall a member of the upper house this is usually how they had to do it, proceeding into a vote after the case had been made
  • descends into district courts, which may or may not descend into further courts
  • separate court for foreigners, who did not have the same rights as doccabh
